If you are hit capped and have Tier 5 levels of spell damage and crit, haste will theoretically give you a larger increase in DPS, point for point, than either spell damage or crit. I say theoretically because it will only improve your dps if you are VERY good at spamming your spells (especially at lower values). As far as how much, the answer is as much as you can afford to without gimping other stats. And with the Tier 6 bonuses being as tasty as they are, I would not recommend dropping below the 4 bonus for any haste item. You will not be able to get enough haste on any 5 items to reach the damage increase the 4 set bonus gives.
