Hmmm. I do not believe that this has to do with this topic though. Shadow cloth has a 4 day cooldown. The shadow set you are wearing used mageweave even if it technically is called "Shadoweave" and unless I am mistaken there is no cool down for making your level 44 set.

Anyway, overall, I think at least on my server, cool down is worth next to nothing. What is worth it is that if you are a shadow tailor, the mats to make shadow cloth cost the same as it is to sell ONE shadow cloth on AH. So if you make two out of the mats, you are making one for free. So it's a bonus to still be a tailor and be able to get an extra cloth out.

For sure, when I just turned 70 while I had already made multiple cool downs worth of shadow cloth, I had to buy a lot of the remaining. I wasn't about to wait 16 or 20 more days of cooldowns to get my FSW set. So farming for primals was really the way to go for me to get money to be able to afford the shadowcloth so I could avoid the cooldown.

Now, as soon as I have enough shadowcloth for ebon shadowbag, I'll probably just be selling the rest of the shadowcloth I make or holding onto it to be nice to a new warlock leveling up to 70. But you know us warlocks... when were we ever known to be "nice"? ....
