I'm at almost exactly the same stats as you except I have more crit and less haste.
Plugging it into the spreadsheet gives me a higher rating with the haste neck. I've been reading up on this awhile and can't find the exact numbers of where you should sacrifice crit for haste.
Obviously you can't sacrifice too much crit because destro build is somewhat realiant on crit. For me, I'm going to get the crit neck because I already have the Loop of Cursed Bones from ZA.
