King Crab has it spot on in a practical way. You raid, you get epics, it cost you repairs and consumables. If the guild can make some money from selling Hearts of Darkness, Sunmotes or other raid derived goodies, then superb, turn on GB repairs whilst money is available, but just for the raiders / raid repairs.
We also have been known to distribute money in an apportioned way when a significant surplus (rare).
Obviously we also tend to have a stock of consumables for people to use as sensibly as possible for raids, with high withdrawal limit for Class Leaders.
No-one is allowed to take money without goes through Officers.

That's actually from our "ranks" page, but it also explains how the bank works for each rank. We figured this would be the best way to do it since you don't necessarily HAVE to raid to rank up (we say we do, but we got an elder or two that don't raid, and that's ok).
and yeah, as I said before, guild repairs are only turned on during new bosses for the guild, or when we expect to wipe a lot. Most of the money we get for those repairs come from selling stuff that no one requests for a while, or things that we have in excess. Only a small portion comes from donations.
P.S: I guess that was a bit more than just repairs, but hey, it's around the same topic.
