Blizzard basically designed jewelcrafting to be based off world drops for the vast majority of the recipes. This was done primarily to make us all crazy and broke.
However, I know Consortium sells a few (Stormspire) and there should be some other rep based recipes too. I know Aldor/Scryer have some.
