It would be SoC.....cap or no cap, the QQ's in PVP would be unbelievable.

I think it was to be read more along the lines of..
Haunt Vs Ruin is now Haunt + ruin! which is a significant dps buff to a tree that was already going to be competitively high

There are staves at 70 that would give us more than 3k armor in form, imagine at 80? 600% scaling since cloth has low AR means huge scaling in this fashion.
