the amount of hit rating needed to convert to 1% is different depending on whether you're melee or a caster
ditching spell hit / melee hit to purely +hit is to allow items to be used by more then one class / more then one spec. example if you have a ring with +50stam +86hit +68crit then that ring can be used by both casters AND melee dps ( i made those numbers up btw )
it's 17% to cap because we're fighting mobs 3lvls higher then us ( ie a boss ). this won't change unless blizzard rewrites the formula. ( possible but hasn't happened yet... )
