mmm greater flexibility for raids.
judging by the quotes on the website it seems the intent is you can't respec in combat ( for obvious reasons ) and inside bgs / arena
for non hybrids it just means greater min/max allowance as ickle pointed out or pvp / pve spec. for hybrids it just means they can switch between 2 roles easier.
compared to now, at least we don't have to boot out our healer and summon in more dps just because boss X needed more healers while boss Y needed more dps.
also makes lvling a tank / healer easier since we can switch to "dps mode" when we're solo, no more spending 3hrs to finish dailies
