XP works fine
Video card ... bare minimum these days should be NVidia 8800GT. You can find them for ~125.
Even better would be the Radeon 4850 which you can find for under 150.
NO reason to go with a single core processor, but also no reason to go quad core.
AMD is cheaper, but Intel is the better performer.
Memory ... 2 GB should be the min for any gamer today, at least if you want to be able to keep your web browser open while running the games. 3-4 GB would be better.

Amazing that he manages to put together a dual core system with 2 x Radeon 4850s in Crossfire for under $800. This post was a couple months ago, so you might be able to drop that price a little more.
