Back enchant is first - that's +35 (it's also the only spell pen enchant).
After that, slot (2) of the +20 spell pen gems (Stormy, blue color), sacrificing a bit of resilience gems to do it. That gets you to about +75 spell pen, which is a very good starting point. On the upside, you need (3) blue color gems for your meta gem to work, so the spell pen gems help towards that as well.
There's also +10 spell pen gems combine with other stats. Such as Mysterious, Tense, Radiant, etc. See:

Later on, you can pickup a PvP wand with +spell pen on it for another boost. I don't remember if the 1H, 2H or Offhand frills have spell pen on them.
My personal goal was 75 spell pen, eventually getting up to 125-150 once I can get the wand.
