A slow computer will certainly have an impact on your DPS, though this is most apparant in 25man raids. The top progression guilds often ask applicants to post the spec of the computer they are playing wow on for this particular reason (well, lagging on a healer or tank is obviously no better). But in any case, yes, it might be your computer holding you back. Also keep in mind that the 41/30 spec gets a bigger benefit from raid buffs than other specs since 25man raid buffs tend to triple the damage of your felguard up to around 1200 DPS. If the other locks you are comparing yourself to are specced affliction or destro that will account for some of the damage difference, I know i got like 2.9 on the heroic dummy with 41/30 pre 3.1 with gear similiar to yours, but I could still do 5-5.5k on patchwerk.
Oh, and just few tips on your gear:
-gemming for hit while choosing spirit over ice walker on boots is a bad idea
-get the spell power/spirit leg enchant
-even the Spellshock ring (JC craftable) is better than the healer's ring you're currently using
-If you want to fill a yellow socket, it should always be either reckless (sp/haste) or veiled (sp/hit)
