You're seeing extra misses against Rogues because of Heightened Senses, which cannot be bypassed with hit rating. Paladins have a similar talent. "Miss" comes from lacking hit rating or those talents (racials can be bypassed), and "resist" comes from lacking spell pen, such as a Priest with Shadow Protection up resisting Fear.
Like everyone has said, 75 spell pen is the baseline you should have for PvP.
