Ha, I didn't think of these, nice way to use the talents. Also the titan-forged PvP gear has versions with hit, and Battlemaster's Accuracy has +95 hit

I guess they want to encourage arena participation, and provide items that casuals cannot get. It's not fun if people played hundreds of games in arena to get proper rating to get the weapons and next season you can get them for a few BGs.
As for spell penetration, notice that CoE is generally sufficient to cancel resistances, and that chaos bolt ignores any resistance. I've read in other threads several people go to 75 spell pen (enchant + 2 gems), in order to negate much of druid buff, paladin auras, shaman totems.
