It's the former example. It's a tactic most commonly used by healers, who would start the heal casting then cancel it very shortly afterwards in the hope that the other player would see the cast come up and react immediately, wasting their interrupt.

It might be worth using a similar tactic with your fear cast, as that's something another player would definitely would want to interrupt, but I wouldn't bother with your bread and butter nukes.
