Well, that's the point of it being a strategy...it's a gamble. If it works, then you have seconds, if not minutes, of free spell casting time without worrying about interrrupts, which is well worth a single GCD waste.
If it doesn't work, then yes, you wasted you a GCD and you still have to worry about being silenced in your next cast. This is the strategy part...you are just hoping that you are smarter than your opponent.
