To some degree, I agree with that commentary that the stats are not always easy to work with in terms of Ulduar gear.
I think the answer to your question is that you need probably 2-3 pieces at a time to make certain upgrades worthwhile. So elemental focus stone has 108 hit... OK, well then you might need to replace 2 hit pieces with things with actual direct DPS stats then before you put it on.
I think some of your problem is also that you haven't progressed yet to kill all the keepers in your guild I guess. Some of your issues will be helped a bit if you can get T8 instead of non-set pieces to fill in. Your itemization issues will start to become less of a problem if you do full clears of ulduar.
With that said, I have at least 5 pieces now that are situational. I use elem focus stone over dying curse when I am in a 10man raid without boomkin or spriest for the extra +hit. But normally my dying curse keeps me where I want to be generally speaking. I currently re-itemized a bit after I got the T8.5 helm with badges to have to use the frozen loop +hit ring. Although when I get my T8 or T8.5 legs, I plan to wear ignis shoulders and then wear Uld10 Assembly of Iron Haste/Spirit/SP ring. Right now I wear t7.5 legs and shoulders. But once I get the legs, my 2/2 bonus will be broken and I will wear Ignis25 shoulders.

You know what I mean? As long as you are not taking away someone elses significant upgrade, being able to itemize a bit with your trinkets etc can be quite helpful.
So yeah I've kind of noticed the upgrades are not linear. They move sideways a bit to be able to move forward eventually.
