I agree that it is already done. One time we even got a GM to give an item to a guildie not even in the raid  . It just feels to me that making it easier will make it happen more frequently, as you have said.
And yes, that tooltip says only people who were elligible, but they may implement it on a mechanic that they believe would do that, but may still find a glitch. Who hasn't read a faulty tooltip before?
Either way, I'm interested to see this implemented. Could cause a lot less stress for GMs and having to wait on tickets.
