Well, you will want your 75 spell pen anyways, so you have to replace more spellpower gems with +9 +10 sp/spen gems. Basically to get 35 spell pen you need to replace 4 gems and therefore loose 40 spellpower. So the question is whether the proc is better than 40 sp. On average I would think the embroidery wins, but it depends on how much rng you want in your fights, since usually you won't be able to wait for your cloak enchant to proc..
If you still have to gem for resi or stamina you'll want the cloak enchant too
