You are assuming that your opponent is bad enough not to dispel COE. Most locks run 120-130, which is a safe number. Consider things like shadow aura, mage armor, mark ect. I run 130 because getting a fear resist can lose games very easily. Min spell pen is certainly not 20. You also have spell hit confused with pen, they are not the same thing.
