When I'm on my tank, any healthstone I get sits in my tanking cooldown bar right next to my trinkets and it is one of the first things that gets used. The 4k-5k instant heal has saved my ass so many times. They are as strong as trinkets in that regard! On my lock I've been training my guild to use stones and pop a new soul well after and before every boss so they don't feel like they need to save them.
The training is a big thing because most people get tunnel vision. If we wipe or someone dies and complains about not getting enough heals, I ask if they used their stone. if I'm running with pugs, I let them know how often I'll set up a soul well and ask them to use their stones liberally.
