Dots get 100% from +damage-items, spread over the duration of the spell. If a spell ticks 8 times and you have +200 damage, each tick gets 25 damage added (not Curse of Agony, as the damage increase toward the end).
Only exception is Siphon life, which gets 50% due to the healing component in the spell.
