Here's my idea of the BiS:

Head: Collar of the Wyrmhunter(Razorscale HC)
Neck: Pendant of Fiery Havoc (Flame L HCH)
Shoulder: Tier 8.5 (Deathbringer) (Yogg-Saron HC)
Back: Pennant Cloak (Sarth 2d HC)Chest: Tier 8.5 (Deathbringer)
Wrist: Bracers of Unleashed Magic (Kologarn HC)
Gloves: Tier 8.5 (Deathbringer) (Mimiron HC)
Waist: Leash of Heedless Magic(Malygos HC)
Legs: Tier 8.5 (Deathbringer) (Freya HC)
Feet: Boots of Fiery Resolution Flame L (HCH)
Ring 1: Frozen Loop (HODIR)
Ring 2: Signet of Manifested Pain (Kel’Thuzad HC)
Trinket 1: Scale of Fates(Thorim HC)
Trinket 2: Pandora's Plea(Mimiron HC)
Main hand: Soulscribe (Yogg-Saron HC)
Off Hand: Ironmender (Kologarn HC)
Alt. Off Hand: Leviathan Fueling Manual (Flame L HC)
Wand: Scepter of Lost Souls (General Vezax HC)
Alt. Wand: Quartz Crystal Wand (XT-200 HC)

(The Alt. Wand is if you're having problems with Hitcap)

Not bad but sash of ancient power i would think for belt

Illusion is still BiS if not the Eye of the brood mother for a close second
If you are looking at straight spell power then T2 pvp blade does take the cake and you get crit with it. What would your thoughts be for staffs for locks?

All in all I don't think there's a staff that can match a good 1h+offhand
Sash of Ancient power may be slightly better, but imo it's not worth the 10k gold in mats

well, either it is a best in slot set or it isn't. The price for the mats will go down with time anyways.
Just imagine the Collar of the Wyrmhunter or Soulscribe were sellable... they would also sell for 10k++ right now.

I dont know about that..

Uldar Staffs are pretty Sweet

Staff of Endless Winter - Item - World of Warcraft - Possibly the best

Intensity - Item - World of Warcraft

The Lifebinder - Item - World of Warcraft

Icecore Staff - Item - World of Warcraft

Compared to the Mainhand Blades

Runescribed Blade - Item - World of Warcraft

Soulscribe - Item - World of Warcraft

The Turning Tide - Item - World of Warcraft

Sure when you pair the Mainblade with a decent offhand you may get slighttly more raw SP..but you wont get anywhere near the Haste or Crit you get from a staff..and given current SP/Haste simcraft weightings..finally staffs generally are packed with STAM which is great for a demo lock..the decision is a lot harder with 3.1.
