Since a warlock (Gul'dan) was responsible for creating the first generation of death knights, and they were really just the souls of his fellow warlocks fused into the bodies of dead human soldiers (and still had their free will) you could argue that those first generation DKs were actually still just warlocks, but having undergone a metamorphosis which gave them a new "life" and some new powers.

Second generation DKs on the other hand started out normal mortals, then were turned into mindless servants of the Lich King (mostly against their will but not in all cases), and then broke free and regained their free will. So I'd say warlocks are much more evil simply because they choose to persue shadow magic, demonology and necromancy while DKs are really just victims of it.

Ah, I knew that this would come up eventually. Warlocks are, by definition, more evil than Death Knights. I believe that many people think that Death Knights are evil because of the horrifying powers that they command. However, does having the ability to blast corpses into rapidly expanding clouds of meat and blood make one evil? Remember, Arthas, whom many consider to be the epitome of evil individuals in the game, did not start out evil. He fought tirelessly to save his people, and eventually he was forced to use measures that some would consider to be "evil." He desperately sought out a means to destroy the Scourge, and in doing so came across Frostmourne. Believing this to be the one thing that would save his people, he took possession of it, but at the same time, it took possession of him. At that time, when he became a Death Knight, he can be classified as "insane". The sword controlled him, and by extension, so did Gul'dan, who, if you remember, was a warlock. It was only after that that Arthas committed the unforgivable crimes which he is blamed for. All of the following Death Knights were under the complete and total control of the being known as the Lich King, who was no longer Arthas.

Warlocks, at least at first, were not controlled directly. Their greed, ambition, and just plain sadism led them to follow the path of the dark arts. They are completely responsible for their actions. In the very beginning, the Eredar, the draenei's ancestors, answered the call of Sargeras and welcomed him with open arms. (Well, most of them anyway) They were the ones who allowed him to launch the Burning Crusade, and carried it on after his disappearance. It was an Eredar, Archimonde, who created the undead plague that spawned the Scourge. Later, it was Azshara's Highborne that summoned the demons (and if not the demons then certainly Sargeras). They, I think, can be labeled as the first warlocks on Azeroth. They pursued their own plans without regard to the consequences for the world around them. Warlocks created and became the first Death Knights, on Draenor. Gul'dan's and the Shadow Council's reckless use of fel energy blasted and destroyed that world, and spread it's taint to Azeroth through the Dark Portal. The warlocks' slaughter of the draenei occurred long before there were any Death Knights, and they gave themselves willingly to the demonic corruption and bloodlust.

In the end, a major part of the determination of evil-ness is the choice; however, warlocks have a lot stacked against them.
