+20% range on spells is something which is often misunderstood.
Yes, for Raiding it's mostly about what bosses you attack most often. If you don't need 36y range, ans 30y is enough (or the bosses have higher-range AEs anyways, so you have to dodge regardless), then this won't matter the slightest.

However, once you include the full game (PvP, PvE, Raiding, Solo), this gives you a decisive boost to when you can attack.
It's not so much about the range gained, it's about being able to attack in a situation where you couldn't otherwise.

I remember pre-The Burning Crusade, +6y range was vital for raiding.
From talking to Elemental Shammies, who lately drop Storm's Reach to get 4/5 and 5/5 Unrelenting Storm, this is far less true in The Burning Crusade - however don't underestimate it regardless. There's still plenty of fights where the range is impressive.

And while for most purposes Destrucive Reach is stronger than Grim Reach, 44/0/17 or even 17/0/44 (though then you most often go NF/SF, not GR/SF) can have both.
