Unfortunately that only applies to the Glyph of Special Interests which increases congressional earmarks by 20% and reduces the time spent reading legislation by 10%

Glyph of UA would make every 13 casts give time for an extra shadowbolt. since UA is 15 seconds the 13th would come every ~180 seconds. Say for a 4k SB... that's 4k damage / ~180 seconds = ~22.22 dps? ~16.66 dps for a 3k SB... over double the listed increase from the Shadowbolt glyph. And it would only scale even better with haste as shadowbolt time comes down. If it was even down to 2.2 second cast (12% haste), so that every 11 UAs cast would save room for 1 SB, that's 150 seconds. ~26.66dps increase for a 4k sb.

Just take the Curse of Agony one and be done with it. Glyph of Immolate 42.25 dps -> 78.07 dps Glyph of Siphon Life 42.22 dps -> 58.03 dps ??? Glyph of Unstable Affliction 26.91 dps -> 38.16 dps ??? Glyph of Curse of Agony 30.51 dps -> 37.04 dps Glyph of Corruption 12.49 dps -> 19.47 dps Glyph of Shadow Bolt 10.94 dps -> 14.14 dps" if this is true, then UA, Curse of Agony and Corr would be the glyphs to take
