There are Blood Elves in Azshara.

They arent very friendly mind.

Also, there is a Blood Elf female in Sunrock Retreat that has no moving animations...or is a great example of a tree. Also, there is a male Blood Elf in Ratchet that has animations.

There's one in the Plaguelands at the entrance to Quel'Thalas which is blocked off. His name is Addon, I think when you click him he coughs expansion or something like that. Funny stuff.
