I can confirm this, you certanly can devour hunter's silencing shot.

As a further note, personally i use manual devour a lot, and have keybinds for devour on me, on party member 1 and on focus target. For information about how to do the macros, there's alredy this thread.

Druid:
You inadvertently put Moonfire DoTs in the pvp section as well as the self section. You can't devour this off of a druid opponent.

If all the current patch notes from the PTR go through it will have an affect on the items able to dispel.

Blind is a physical affect and thus can not be devoured. It can, however, be dodged

Smart rogues in a mirror match duel will pop evasion when they suspect the other rogue is going to blind > bandage.

*** Information added 0 Minutes and 58 Seconds later... ***

As a little bit of history, blind used to be a poison affect but too many classes can cleanse poison and it really hurt a rogues escape ability.

As a rule of thumb i assume any and all harmful effects put on me by a class/pet with a mana bar are devourable, and and the ones from mana-less classes are not. Curses are, of course, an important exeption.
