Felsteed & Doomguard question

So far I haven't found an area that details how to obtain the Felsteed for an alliance character. Though I have seen people on Durotan running around with them. Do any of you have the information on obtaining our mount?

Doomguard (Ritual of Doom). Where does the spell drop? Once the sacrifice dies in the ritual can he be raised via normal methods? res stones or the spells?

The guy in Ratchet is neither horde nor alliance, I am 95% sure everybody goes there to get the horse.
