In this case cheating is just handing some euip/ilvl to some freshman, who wants to learn his class in LFR - where else, whee DF puts you into groups with some 100k dps boss damage. I get your drift, but I (and I assume D1RE as s well) was responding not to your post but one well above yours.

Properly gemming, enchanting (even lower level enchants and gems) and reforging to at least get close to hit cap are essential. It is a matter of forming good habits, consideration for those you are spending 2 hours killing LFR bosses with, perception about you as a player and your reputation.

If you are at the bottom of the meters in LFR, someone is bound to notice you missed 5% of your casts. There goes your reputation and along with a fast vote kick. You don't want to be known as "that guy" who didnt bother gemming and enchanting.
