Yes, the quest is given by the female Tauren by the bridge. As you walk near her she says "Have you seen my dog?"

Hopefully this isnt a spoiler, but after you feed Kyle. Hang around for a second. He does the snoopy dance.

Even before I heard of Ephoenix, this was my favorite quest for some reason. I guess it was the Snoopy dance. IDK.

As for the Bow. I farmed my butt off just to get it as my way of saying thanks to Ephoenix. Its my only pvp piece for my hunter.

To this day, we remain inspired by the creativity, intelligence, and passion he displayed during his visit. We were extremely fortunate to have had a chance to get to know and work with Ezra, and our sincerest condolences go out to his family and friends.

My thoughts and prayers go out to this young mans family and friends.

Such sad news. Condolences to his family and friends. I didn't know the quest was his creation. Always thought it was a cute quest. I wish it were repeatable and for every time it was repeated a small donation would be made to The Ephoenix Fund.
