What is the absolute highest armor level a lock can get to?

Create a 'lock in sandbox mode and stuff it with S4 PVP gear and armor enchants. That's probably quite close to the answer you're looking for.

You might want to use Wowhead: Working as intended. to search for high armor items for the remaining slots.
