Well the first part of that states:

It makes no mention of Quad Core, only Single and Duo Cores. I don't know if that article was written before Quad Core's were out but that it would work with them, or if they aren't mentioned because the fan isn't powerful enough to cool a Quad Core.

Tiger direct is having a special today. Barebones kit w/ 1tb hd, quad core cpu, mb, 2gb ram, and case for $300. May be worth looking into.

Yeah I saw that. It looked pretty good. But really, a lot of that I don't need. I already have over 2tb of HD space, but I suppose it's still cheaper to go that route than through getting individual components...

I had some luck with increasing my FPS by doing the following, cleaned the crap off my drive using ccleaner, drefraged my drive using UltraDefrag, Optimize my tcp connection my using TCP Optimizer. Then I wrote a batch file that shuts off my Virusscanner (and its updater), automatic updates, and several other un used items while I wow. My biggest issue still is reading and writing to the hard drive and I believe that is due to one of my addons, because if I turn them all off, WoW just zooms along.

No way, any setting you can make to any network related component will only improve your latency. And no way is your problem on underpar hardware. I have a way older pc in every piece of hardware compared to yours and it runs wow just fine. Dalaran sucks tho. You're running 7 so most of your drivers if not all must be up to date. If this only happens on wow i'd cast a vote on some bugged addon. I installed auctionner once and only activated part of the many components it brings. That brought wow to its knees after i visited the ah. That will also explain why you get the same results from win to windows as you are probably using the same folder or at least the same adds. Try disabling all adds and see if things work better.
