Safe Horde leveling on PVP server?

ok, After the Barens I have hit Stonetalon (not bad), Ashenvale (Horrible), Hillsbrad (pretty bad). Now in 1000 Needles and haven't seen an alliance yet.

I am 27 and in Ashenvale and Hillsbrad am constantly ganked by 40's.

Anywhere better to go until I hit mid 30's and can defend myself better?

Char is my Shaman Alt btw.

Safe Horde leveling on PVP server?

I remember back when bg wasn't yet implemented and I was lvling in ashenvale . . meh I'd say around my 27-30. Pretty uninterrupted I'd say except maybe for the odd high level alliance wandering through. Now . . . sigh. I'm glad I'm done with that place cuz it is borderline impossible to get anything done. Bored alliance 60s waiting in the queue for BG just gankin lowbies at their whim . . . disgusting. Thats why any alliance I see now in ashenvale is KoS cuz more than likely they are out for a fight anyway. Back to your problem, I'd say Thousand Needles would be your best way to go, then head to the Shimmering Flats. Don't forget to hit RFK at least once at around 30ish. But yea, ashenvale . . its alliance ganking city, almost as worse as BB or STV I'd say.
