[Raiding] 0/40/21

I have a not so standard 0/40/21 build for specific purposes, but i'm not so sure i'm making the most of it because my dps seems pretty low. My current build is http://www.wowhead.com/?talent=IZcxcdIi00xcxAx0xM0z

This is for improved imp for tank buff, which makes soul link not so handy for keeping imp alive and keeping tank buffed, therefore i have excluded it, also dropping 5% damage. The guild also has a number of destruction locks already with imp shadow bolt, therefore i did not feel this was the highest priority for me to take a full 5 points in currently but I have a few points i am considering moving in destruction to make it http://www.wowhead.com/?talent=IZcxcdIi00xcxxx0tr0z

Therefore with either build, how do i make the most of the build for max dps as it doesn't seem to be working currently. My usually rotation is my assigned curse, immolate then shadow bolt spam. Should i be doing something else to maximise my dps / build? With full raid buffs (including the imp buffed) i have around 1520 shadow damage, max hit and 24% crit without devestation. Or should i just leave imp buff for an affliction lock or another spec'd lock and go with a standard 0/40/21 build?
