Well the good news is, you have a nice base to work on. You have some T7 gear, yea it might be of a low level but you have a set bonus, it's a start. There are a few weak items that need replacing, one definitely being your weapon.

You need to farm heroics, and lots of them. I personally do not think you are ready for the TotC raid yet, you need to start collecting some badges and run some lower level raids such as Naxx10, OS10, Totc heroic (instance) and perhaps some 25man raids. Get yourself some conquest badges and grab the T8.5 chest/helm. Also convert these down to heroism badges and get the offhand, also save up your triumph badges by doing the daily heroic. In a couple of weeks you could have 30 badges which means you can even get T9 shoulders/gloves or you can go for the wand or save a little more and get the ring. Have a look at what the vendors offer and save up.

You are really lacking in spell power and haste, but this will improve with gear. Also you are missing enchants on several items though some items you might just want to wait and get something better, then enchant that. Luckily you are over the hit cap, thanks to gems, which you were right doing. Of course ideally you would need to be at 14%, though this is only if you don't raid with a shadow priest or boomkin. So i would at least aim for 14% but 11% is a good start. Try to gem with the epic hit gems to increase your hit further. Also replace your other gems to epic ones if you can afford to do so.

Your gemming and enchanting is a little odd. Your stat priorities are as follows:

Spell power > Haste > Spirit > Crit > Intellect

Don't gem for intellect and don't enchant anything which mentions mana in the description, mana is useless compared to other things. Replace all your gems which aren't hit rating with spell power gems.

Your character needs alot of work but you've set yourself up nicely and im sure your gear will look pretty good in a few weeks. Forget about totc for now, you need to be doing Naxx and Ulduar for your upgrades. Your gear and dps won't be good enough yet, unless your guild are willing to take you. If they are, well you're lucky!

A little tired so i'll stop there. Hopefully someone else can add more.

I agree, you've got a good start. A few more things:

Try to get a Chaotic Skyflare Diamond instead of the one you have now. Thats also means you'll have to drop 2 hit gems (you can get a green gem with + 8 hit).

You're hit cap atm if you have a Shadow Priest, Druid, or Ret pally, however if you don't usually raid with one of those classes, try to get your gear hit up to 14%.

Make sure you get a helm enchant, it'll help a little bit. Also aim for getting the SP + Spirit leg patch in the future since spirit helps more than stam.

There are some really good crafted pieces out there you should try and get as well. The Deathchill Cloak is a very nice cloak, as well as some other various pieces. Most of the pieces require Runed Orbs, but once you get heroic farming, emblems shouldn't be a problem.

Finally, be comitted to getting the gear. You wont get better if you don't work hard at getting the upgrades. Hope that helps a bit.
